Hello & welcome!
Not to sure really, the only problem I can see is that you've jump started the bike from your car (some scooters hate being jumped from cars as the output can sometimes be too high & blow electric components !).
Check any tubes coming off the petrol tank, I know some scooters have a breather hose coming off the tank (lets air in as the petrol goes out), & if this is blocked (can get bunged up or be blocked or blocked if it's routed the wrong way).
Also, after you've tried starting the bike, take the spark plug out & see if there is petrol on it (the top will look wet & smell of petrol).
You also need to test the plug for a spark. Take the plug out of the engine, connect it to the plug lead, make sure the metal body of the plug touching a negative metal surface on the bike (the engine casing is a good place) & try to start the bike, you should see a bright spark on the plug (try not to get your fingers near the plug or you'll get a hell of a shock!!).
Did you drain the old fuel out of the bottom of the carb as well? (there's a small screw on the bottom of the carb for draining fuel out of the carb). Open the screw on the bottom of the carb to see if fuel comes out, & leave it running for about a minute to flush any old fuel out.
The coil thing in the bottom of the tank sounds like the fuel level sensor (which shouldn't affect the fuel at all), but, it's been quite a while since I worked on a Piaggio scooter, so the points above are basic/general checks.
The only other things I can think of are check to see if there's a fuel tap on the scooter (follow the fuel line) & check it's in the 'On' or 'Prime' position. Or, possibly, it could be an air block in the fuel system (happens when air get's into a vacuum fuel system).
If you still get no joy, try Scooterden (Dalston, London-Tel 020 7241 1111). I used to work in their area & they were always helpful with scooter related stuff!

Good morning all, new poster here.
I have a 80cc Y Reg Piaggio Vespa Scooter with 400 miles on the clock, which I bought new when I lived in London.
It has only been started once in 2 years since I unloaded it off the removal lorry but now I want to use it to make the very occasional short journey into town.
On trying to start it the other day, oil and petrol checked, taking a jump from my car, it would not fire. It has an ignition switch but also a foot pedal starting system, both non firing.
I have removed and cleaned the spark plug and also used a little sand paper. I have emptied the fuel tank and replaced this with new petrol. Still no joy.
Now this is where I go all novicey. What I have noticed is this.
At the base of the petrol tank is a 'device' which for the want of a better explanation looks like a coil which is used in the electrics in a car. It has a dipstick of sorts in it which sits in the tank which I guess gives the fuelometer its reading. From this 'coil like' apparatus are two fuel leads that both go to the carburrettor. Including these leads, and also a pipe running from the carburretor to I guess the engine, when I disconnected these to clear them of any old fuel they were all empty. Furthermore, the latter pipe mentioned, when removed I thought the carburretor would throw out lots of petrol once the engine turned over. This didn't happen.
Basically, none of the fuel pipes held any petrol. Not before disconnection or after putting back and trying to start, therefore you would hope the process of trying to draw the petrol from the tank would have taken place and put a supply in the fuel pipes.
So my conclusion is that the fuel is not being taken to the engine, maybe not even reaching the carburretor. On a car you might look at a pump, is this the same. If so does anybody have any ideas.

btw anyways i know this is an old topic but where i live its 80 degrees in the winter and around 130 in the summer aka southern california 0.0 what i wouldnt give for it to rain!!!!!
